Paul taught elsewhere that Christ rules over all right now.
Ephesians 1:20-23 Which he wrought in Christ, when he raised him from the dead, and set him at his own right hand in the heavenly places, Far above all principality, and power, and might, and dominion, and every name that is named, not only in this world , but also in that which is to come: And hath put all things under his feet, and gave him to be the head over all things to the church, Which is his body, the fullness of him that filleth all in all.
Christ is presently seated over all things. And according to Hebrews and 1 Corinthians, this means that everything is gradually being subdued to Him as time passes. Finally death is going to be abolished, and its not going to be because Christ is going to do something in our future to accomplish that. Its going to be because of the single work of the cross that occurred 2000 years ago!
Does it make sense to say that Christ rules all when yet all things are not subdued to Him? Yes, if you consider the following scriptures: Romans 5:20 ...But where sin abounded, grace did much more abound: Christ's good is always greater than evil. Life is stronger than death, as proven by Christ's resurrection. Jesus holds the keys of death and hell.
Revelation 1:18 I am he that liveth, and was dead; and, behold, I am alive for evermore, Amen; and have the keys of hell and of death.
